1. 「階層」、「階層組織」或「等級制度」可用stratum或hierarchy。stratum通常指人的社會階層,hierarchy則可以指人和事物:

•The power elite inside the government are all just and responsible.
•A capable manager knows how to place trust in his subordinates.
